expedient I would propose one of the two following alternatives:

1. Make the Colonial Surgeon by law the sole responsible Health Officer of the Colony and saile him with the sole and absolute responsibility.

two unofficials continue but as an advisory Board only, laying down that when the Medical Officer acts con-

trary to the opinions of the majority of the Board he is specially to report the fact and the reasons to the

Governor but he is not bound by the opinions of his colleagues. Support this plan by quoting the views of

the unofficial members to the effect that Government

must be responsible for sanitation.

2. Make the Colonial Surgeon sole responsible Health Officer of the Colony, abolish the Sanitary

Boart and say that its place must be taken by the Executive Council, appoint on that ground two unoffi- cial members to the Executive Council which hitherto

has only consisted of officials, but let those members Fan who are be already members of the Legislative Council and be

Ʌ nominated by the Governor not elected by the ratepayers, and do not insist that one should be a Chinese, though
